Periodic verification of a weighbridge: obligations, deadlines and differences from calibration
Anyone searching for information on weighbridge calibration is often actually trying to understand when the mandatory check of the weighing instrument must be carried out and who is authorised to perform it. In legal metrology, however, the correct term is periodic verification, and it does not refer to the same activity as calibration.
The main reference is Italian Ministerial Decree 21 April 2017, No. 93, which governs checks on measuring instruments in service used for legal measurement functions. For non-automatic weighing instruments, Annex IV sets a three-year verification interval.
Decree 26 November 2025, No. 219, published in the Italian Official Gazette on 22 January 2026, amended some of the intervals laid down by Ministerial Decree 93/2017, specifically for water meters, but left the three-year interval for non-automatic weighing instruments unchanged.
The verification interval is only one part of the legal-metrology management of a truck weighbridge. The purpose for which the weight is used, commissioning, the metrological logbook, previous verifications, any repairs and the identity of the appointed inspection body must also be considered.

When a weighbridge is subject to periodic verification
Ministerial Decree 93/2017 applies to instruments used for legal measurement functions.
For a truck weighbridge, it is not enough to know that the system is installed at a company site. What matters above all is how the weight data is used.
A weighbridge used to determine quantities involved in a commercial transaction operates in a different context from an instrument used exclusively for an internal check with no legal measurement function.
This requirement should be considered when the system is first specified. All I Bilanciai weighbridges are made to measure, and the configuration can also be defined according to the intended metrological use.
Periodic check or periodic verification?
In commercial practice, the expression “periodic check of the weighing instrument” is used very frequently. It is understandable and is also a common search phrase.
Ministerial Decree 93/2017, however, uses the technical term periodic verification.
Periodic verification is the legal-metrology check carried out after the instrument has been placed in service, with the purpose of assessing the elements required by legislation and whether the maximum permissible errors for that type of check continue to be met.
In general communication, it is therefore reasonable to speak of a “periodic weighbridge check”, whereas when discussing the legislation it is preferable to use the exact term.
Calibration and verification are not the same thing
The word calibration is often used generically for any check on a weighing instrument, but in metrology it refers to a distinct activity.
Calibration determines the relationship between the indications of the instrument and values obtained using appropriate metrological references. Periodic verification, by contrast, is a check required by legal metrology for the instruments and functions falling within the scope of Ministerial Decree 93/2017.
Calibration therefore does not replace periodic verification when the latter is mandatory.
When a company searches for “weighbridge calibration”, it is useful to clarify whether it actually needs calibration, maintenance, repair or the periodic verification required by law.
How often must a weighbridge be verified?
For non-automatic weighing instruments, Annex IV sets a three-year verification interval.
For a static weighbridge that falls within this classification and is used for a legal measurement function, this is the applicable time reference.
The deadline should not be calculated simply by remembering when the weighbridge was purchased. It is better to check the metrological logbook, commissioning date and documentation to establish the actual status of the specific instrument.
2026 regulatory update
The amendment published in 2026 may cause uncertainty for anyone consulting earlier material.
Decree 26 November 2025, No. 219 amended the table of verification intervals, but the change concerns water meters. The entry for non-automatic weighing instruments remained unchanged and continues to specify three years.
For a normal static weighbridge classified in this category, therefore, the update did not change the three-year interval.
Who can carry out periodic verification?
Periodic verification is carried out by bodies that meet the requirements laid down by the decree and operate within the relevant scope through the system and procedures established with Unioncamere.
It is not sufficient simply to contact a company that provides weighing-system servicing. Repair and periodic verification are different activities.
For the instrument owner, it is important to identify the body that will actually carry out the verification and its scope of accreditation.
The I Bilanciai CVP
For I Bilanciai, the specific body can be identified precisely.
The CVP — Periodic Verification Centre is a Type C Inspection Body in accordance with UNI CEI EN ISO/IEC 17020. On the I Bilanciai website it is identified as Inspection Body No. BT115, with Accreditation Certificate No. 01422 ISP Rev. 001, and is accredited by Accredia to perform periodic verifications under Ministerial Decree 93/2017, including on non-automatic weighing instruments.
This is the correct formulation: the activity is attributed to the specific inspection body and its accredited scope, rather than generically to the company.
When the verification must be requested
The instrument owner must request the new periodic verification at least five working days before the previous verification expires. The decree also provides that the inspection body must carry out the verification within forty-five days of receiving the request.
In a company where the truck weighbridge manages incoming and outgoing goods every day, it is advisable to know the deadline in advance and keep the metrological logbook available.

What happens after a repair
The three-year deadline is not the only relevant circumstance.
When a repair involves removing labels or other seals, including electronic seals, the instrument owner must request a new periodic verification within ten working days of the repair.
It is therefore incorrect to state that every repair automatically requires a new verification. What was actually carried out must be established.
Repair and verification must remain separate activities
The decree also covers the case in which an inspection body carries out repair activities.
The periodic-verification function must be performed separately and independently from the repair function. The relevant operations must be recorded in the metrological logbook as required.
For the customer, the two activities may form part of the same service process, but from a regulatory standpoint they must remain distinct.
The metrological logbook
The logbook accompanies the instrument throughout its service life and makes it possible to reconstruct the metrological history of the weighbridge.
If the manufacturer has not already provided one, the body carrying out the first periodic verification provides the instrument with a metrological logbook in accordance with the decree.
The information recorded includes identification of the instrument owner and the instrument, make, model, serial number, commissioning, parties that have carried out work, repairs, verifications and the relevant deadlines.
When a deadline is approaching or a significant repair has been carried out, the metrological logbook is one of the first documents to consult.
What periodic verification checks
Periodic verification does not simply consist of checking that the display shows a plausible weight.
Ministerial Decree 93/2017 provides for checks on the markings and other elements specified by the legislation, together with verification that the maximum permissible errors for that type of control are still met.
The weighbridge is therefore assessed as a measuring instrument, not merely as industrial equipment.
Positive verification result
If the result is positive, the mark required by the legislation is applied; where it cannot be affixed directly to the instrument, it is recorded on the metrological logbook in accordance with the applicable rules.
From that point, the next verification interval is calculated from the date of the most recent verification, according to the interval applicable to that category.
Verification and maintenance
The two activities should be coordinated, but not confused.
A weighbridge may still be within the validity period of its periodic verification and develop a technical problem; in that case, the verification mark does not remove the need for technical assistance.
Likewise, a weighbridge that has just undergone maintenance cannot automatically be considered compliant with periodic-verification requirements simply because a technician has confirmed that it is working.
If the weighbridge is unreliable, do not wait for the deadline
The three-year interval is not a period during which every change in the behaviour of the weighbridge can be ignored.
If the weighing instrument shows clearly unstable values, does not return correctly to zero or develops an anomaly that makes the reading doubtful, the problem must be addressed technically.
A weighing result does not become reliable simply because the previous periodic verification has not yet expired.
Relocating the weighbridge
Relocating a weighbridge requires specific assessment because the instrument is reinstalled at a new site.
The conditions of use may change and, for non-automatic weighing instruments, the conditions linked to the zone of use and any required updates may also become relevant.
It is not prudent to assume that the previous metrological status can automatically be transferred together with the structure.
Verification of a used weighbridge
Before purchasing a used weighbridge, it is important to reconstruct the identity of the instrument, its markings, documentation, metrological logbook, previous work carried out and verification status.
Dismantling, any repairs, relocation and reinstallation must be considered together in order to determine what activities are required before the instrument is put back into use.
Who is responsible for the deadline?
The decree places obligations on the instrument owner, meaning the person or organisation that owns the instrument or otherwise has responsibility for the measuring activity.
The instrument owner must therefore know the status of the instrument and request the new periodic verification within the prescribed time limits.
Keeping the metrological logbook correctly and entering the deadline in the company’s normal control systems helps prevent the obligation from being overlooked over time.
How much does periodic verification cost?
It is not appropriate to quote a universal price without knowing the instrument and the conditions of the service.
The cost must be assessed for the specific weighbridge, its configuration, installation location and the activities required.
To obtain a useful quotation, it is advisable to identify the instrument precisely, have the documentation available and provide the location where the verification is to be carried out.
Verification, calibration and maintenance compared
| Activity | Purpose | When it applies |
|---|---|---|
| Periodic verification | Legal metrology control | For instruments used for legal measurement functions, according to the applicable intervals and cases |
| Calibration | Metrological assessment | When the performance of the instrument needs to be known |
| Preventive maintenance | Maintain operating conditions | According to use and the maintenance programme |
| Repair | Restore correct operation | When a fault or anomaly occurs |
| New verification after repair | Requirement in the cases specified by law | When the repair involves removing the seals specified by the legislation |
The three-year interval is simple; correct management requires more
For a weighbridge used as a non-automatic weighing instrument for a legal measurement function, the main point is clear: the required verification interval is three years.
Correct management, however, goes beyond marking a date on the calendar. The instrument owner must keep the metrological logbook, know the commissioning date, request the check within the required time limits, take account of work that has affected seals and entrust the verification to a body authorised for the relevant scope.
For I Bilanciai, the service is carried out by the specific CVP — Periodic Verification Centre, Inspection Body No. BT115.
QUICK ANSWERS
Frequently asked questions
How often must a weighbridge undergo periodic verification?
For non-automatic weighing instruments, Ministerial Decree 93/2017 specifies a three-year interval.
Did the verification interval for weighbridges change in 2026?
No, not for this category. The update published in 2026 changed other verification intervals, while non-automatic weighing instruments remain subject to a three-year interval.
Are calibration and periodic verification the same thing?
No. They are different metrological activities, and calibration does not replace periodic verification when the latter is mandatory.
Who can carry out periodic verification of a truck weighbridge?
Bodies that meet the requirements of Ministerial Decree 93/2017 and operate within the relevant scope under the system established by Unioncamere.
Can I Bilanciai carry out periodic verification?
The I Bilanciai CVP — Periodic Verification Centre is Inspection Body No. BT115, accredited by Accredia for, among other things, non-automatic weighing instruments.
When must I request periodic verification?
At least five working days before the previous verification expires, as required by the decree.
Do I need a new periodic verification after a repair?
When a repair involves removing labels or seals, including electronic seals, a new periodic verification must be requested within ten working days. Not every repair automatically triggers the same requirement.
What is the metrological logbook?
It is the document containing the main identification details and the metrological history of the instrument, including verifications, interventions and deadlines.
Does a truck weighbridge used only for internal checks need verification every three years?
The obligation applies to instruments used for legal measurement functions. The actual purpose of the measurement must therefore be assessed before automatically applying the periodic-verification requirements.
Does a public weighbridge require periodic verification?
When the weight is used for a legal measurement function, the applicable obligations must be met. Self-service operation does not, by itself, change the legal nature of the measurement.
If the weighbridge is working correctly, do I still need periodic verification?
Yes, when the instrument is subject to the requirement and reaches the applicable deadline.
Does periodic verification replace maintenance?
No. Periodic verification is a legal-metrology check; maintenance concerns the operating condition of the system.
How much does periodic verification of a truck weighbridge cost?
It depends on the specific instrument and the conditions of the service. The assessment must refer to the actual weighbridge.
